Do not trigger for adjacent work that does not require this workflow.

## Intake

Collect or extract: Outcome, work packages, team capacity, constraints, dependencies, historical data and estimate unit. Missing facts stay explicitly unknown.

## Workflow

1. Specify effort, elapsed time and cost units separately
2. Decompose work and exclusions
3. Estimate optimistic/likely/pessimistic effort with evidence
4. Model review/dependency waits separately
5. Give range and confidence; use historical data only if supplied
6. Run sensitivity analysis and list discovery that narrows uncertainty
